Executive Director

Tilly Chang serves as the Executive Director at the San Francisco County Transportation Authority. The Transportation Authority administers Prop K, the city’s half-cent transportation sales tax program as well as the Prop AA vehicle registration fee. The agency also serves as the county-wide Congestion Management Agency which coordinates funding and transportation investment for San Francisco’s multi-modal transportation system. The agency is governed by the 11 members of the Board of Supervisors, acting as the Transporation Authority Board of Commissioners.

The Transportation Authority’s planning and coordination work encompasses the full range of transportation systems operating in San Francisco, including BART, Muni, Caltrain/California High Speed Rail, freeways, local streets, bicycle networks and pedestrian safety citywide. In its twin funding and planning roles, the Transportation Authority prioritizes transportation investments in the countywide long range transportation plan, known as the San Francisco Transportation Plan (SFTP), and coordinates and funds the delivery of the voter-approved Prop K expenditure plan of projects. These major capital investments include: the Presidio Parkway replacement project, Muni Third Street Light Rail and Central Subway project, Transbay Transit Center and Caltrain Downtown Extension project, and a network of rapid transit including Van Ness and Geary Bus Rapid Transit. The agency also supports neighborhood-level transportation planning and capital improvements in every district across the city.

Ms. Chang has 20 years of professional experience, including 10 years as the Transportation Authority’s Deputy Director for Planning, prior to her appointment as Executive Director. She has also worked at the World Bank, the San Francisco Bay Area’s Metropolitan Transportation Commission, and in the private sector. She serves on the Association of Bay Area Government’s Regional Planning Committee and advises SPUR and the UC Transportation Centers research program. Ms. Chang holds degrees in Transportation from M.I.T. and in Economics and City Planning from U.C. Berkeley.
